At present,the development of the selection and appointment system of local leading cadres in Laos is still not perfect,which encountered new challenges in the domestic and foreign environment.Because the current economic development of Laos is relatively fall behind,and its experience and ability is inadequate,so the road to explore is a long way to go,and the reform of personnel system needs further institutionalization.In addition,the low degree of internationalization of Laos and its limited experience and theory,which will affect the reform of personnel system,and hinder the strength and depth of the reform of local leading cadres.Strengthening the study of the selection and appointment system of local leading cadres in Laos will help to improve their international competitiveness and consolidate the principle of party cadres.On the basis of summing up the experience of competitive selection and appointment system at home and abroad,this paper not only discusses the deficiencies and imperfect,but also analyzes the internal factors of its development from the immature competitive selection and appointment of leading cadres,the nonstandard nomination system and ineffective supervision.According to the existing problems,from the establishment of laws and regulations,the optimization of appraisal system of cadres,the form of a perfect exit system of cadres and the improvement of democratic supervision to improve the path so that effectively exert the effectiveness of competitive selection and appointment system.This paper first introduces the background and significance of research,the present research situation at home and abroad,the purpose and method of research,the basic idea and structure of research.Then define the basic concept,and the theoretical basis,which mainly includes two theoretical basis:the competitive selection and appointment of cadres system based on the system theory and the competitive selection of appointment of cadres system based on motivation theory.The third chapter mainly introduces the background,content,stage and reform effectiveness of the selection and appointment system of local leading cadres in Laos,from these aspects to explore so that can further find the problems in the current appointment of leading cadres of Laos.After deeply finding the existing problems in the selection and appointment of local leading cadres in Laos,which mainly including the selection system is imperfect,the relevant motivation mechanism is insufficient,and the supervision mechanism is lack,and analyze the causes of these problems.The fifth chapter analyzes the background,content,effectiveness and experience of the Chinese selection system of leader,and through the comparison of the selection and appointment system of leading cadres with each other,finding out what can be learned and the revelation to the selection system of leading cadres in Laos.Finally,through the study of the overall goal and principle of the selection and appointment leading cadres in Laos,and putting forward to the further ideas and prospect of the appointment reform in Laos,which mainly including the establishment of legal system,supervision mechanism,appraisal system,exit system and so on.
