Study On The Social Service Management Model Of Dongguan Nancheng “Intelligence Grid Project”

Since 2016,Dongguan City has fully implemented “intelligence grid project”mode of social service management,with a view to improving and innovating in social governance and solving social governance problems at the grassroots level and those in traditional social service management,such as the short supply of grassroots service team,decentralized service management authority,unitary service management mode,incomplete service management system,ignoring psychological needs of the public and the lack of effective supervision mechanism.“Intelligence grid project” is a management mode which utilizes grid management to divide urban administration areas into several grids according to certain standards through uniform digitalized management platform and create a management form separating supervision from disposal through the supervision of components and events in the grids,which is one of the major achievements of community management mode innovation.The management mode keeps revealing its advantages in different aspects,such as close contact with the public,great improvement in community management efficiency and enhancement of social harmony.Besides,it realizes effective extension of the government's service and management functions in grassroots governance and boosts the modernization of urban and rural community governance system and governance capacity.In this research,the “intelligence grid project” mode of social service management in Nancheng of Dongguan City is introduced and analyzed.Based on domestic and foreign literature review and current research status,embeddedness theory,governance theory and publicity theory are adopted.Then according to actual situation in Nancheng,literature research method,questionnaire survey method and comparative analysis method are utilized to analyze the operation situation and effect of the “intelligence grid project” mode at current stage.It is pointed out that there are problems such as insufficient popularity,incomplete supervision and management system,little public participation and low sense of identity of grid administrators in the implementation process of the management mode,and reasons for the problems are also elaborated.Then major experience of grid administration in Beijing,Guangzhou and Shenzhen is drawn,with a view to establishing a long-term training system to improve grid administrators' working ability.Also,it is necessary to popularize the mode through various channels;improve mechanisms of “intelligence grid project” mode;complete supervision mechanism to promote diversified governance.In this way,the implementation of “intelligence grid project” mode can be further promoted,thus fully improving the governance of Nancheng,Dongguan City in a informative,refined,lawful and normal way and also providing valuable reference for the modernization of governance system and governance ability of Nancheng.
