The Research On The Benign Interaction Mechanism Of Participants In Emergency Management Of Environmental Emergencies In China

Since the 21 st century,China's economy has developed at a high speed,the industrialization and urbanization has accelerated,and the capacity for natural development has been continuously enhanced.The environmental risks accumulated over a long period of time have continued to be prominent,making the frequency of environmental emergencies gradually increasing,and the impact is becoming more serious.The environment is the foundation of human survival and development,the public crisis caused by environmental emergencies often causes tremendous psychological impact on people and increases the instability of social order.Therefore,how to strengthen emergency management of environmental emergencies has become an important issue for the Chinese government to explore and practice in recent years.As the administrator of public affairs,the executor of public power and the representative of public interests,the government should do well in internal coordination and linkage and give full play to its leading role in emergency management of environmental emergencies.However,there are many drawbacks in relying solely on the unified governance mechanism of the government.With the continuous deepening of the theory of collaborative governance,the extensive and effective participation and response of multiple social entities has become an important experience in the successful response of developed countries to environmental emergencies.However,all the participants in society have their own interests and guidelines of action,and at the same time,due to the unfavorable construction of social emergency culture,the active participant consciousness of each participation is weak.Especially when the responsibilities of the participants are not clear and communication is not smooth,it will greatly hinder the coordination and cooperation effect among the participants,thus affecting the final event response effect.This requires us to explore how to provide effective guarantee for participants,and then build a benign interaction mechanism among participants in emergency management of environmental emergencies.On the basis of discussing the current research situation at home and abroad,this paper first focuses on the related concepts of environmental emergencies,and then analyses the composition of the participants in the response to environmental emergencies,and discusses the emergency management theory and collaborative governance theory that need to be applied in the research.Secondly,this paper selects the only two major environmental emergencies in China in the past two years,and analyses the participation and response of each participant in emergency management,and analyses the current status and existing problems of the interaction among the participants in emergency management of environmental emergencies in China.In addition,drawing lessons from the experience of developed countries such as the United States and Japan,and proposes puts forward some suggestions to construct a benign interaction mechanism among participants in the emergency management of environmental emergencies in China.It is hoped that this paper can provide some references for improving the construction of joint participation and response mechanism in China's environmental emergencies.
