With the development of economy and society and the progress of urbanization,the development of cities is changing with each passing day,but the corresponding countryside is declining day by day,and the gap between urban and rural development is widening.Therefore,General Secretary Jin-ping Xi pointed out in the report of the Nineteenth National Congress that our country should vigorously implement the strategy of rural revitalization.However,the current cadres in villages and towns,especially the young civil servants in villages and towns,have entered the villages and towns directly after graduation from colleges and universities and passed the civil service examination.They are difficult to adapt to the hard environment,low salary and high-pressure work in the villages and towns.They have fled the villages and towns one after another to work in higher-level units with better conditions or simply resign to develop in big cities,which leads to the aging of the structure of the cadres in villages and towns and the Disequilibrium,slow improvement of quality,serious loss of civil servants.Therefore,in the new era,how to strengthen the construction of civil servants in towns,let more people with lofty ideals adapt to the environment of towns and towns,take root in them,and fundamentally solve the problem of the loss of civil servants in towns and towns is imminent.Y Town is the seat of the district government in J District.Among the eight towns in J District,the population is the largest,the area is the largest,the administrative villages under its jurisdiction are the largest,and the number of civil servants is the largest.In recent years,the number of people who have lost is the largest,and the direction is diverse.The problem of civil servants loss is very representative in the whole city,which has more research value.This paper takes Y town of Y city as the research object,uses literature research method to explore the intrinsic characteristics and hazards of the lossof township civil servants,uses empirical research method to explore its deep-seated reasons,and puts forward feasible countermeasures and suggestions to solve the loss of township civil servants.This paper is divided into four chapters.The chapter I defines the concept of the loss of civil servants in villages and towns and related theories.It defines the loss of township civil servants and civil servants.This paper discusses three theory :Hygiene-motivational,the Price-Mueller(2000),and Tissue life Theory.Finally analyzes the necessity of exploring the loss of township civil servants.The chapter II is the general situation of the loss of civil servants in Y town;it analyses the characteristics and consequences of the loss of civil servants in Y town;it introduces a series of measures taken by Y town to cope with the loss of civil servants,as well as the shortcomings of these measures.The chapter III focuses on the analysis of the reasons for the loss of civil servants in Y town.The reasons for the loss of civil servants in Y Town are explained in detail.In the aspect of cause analysis,the main reasons for the loss of township civil servants are the lack of incentive system,the pressure of township work and the difficult environment of township.The chapter IV is the solution to the loss of township civil servants.Combining with my years of work experience,this paper puts forward some countermeasures to solve the problem of the loss of township civil servants.Firstly,it establishes and improves the incentive mechanism of township civil servants and introduces the incentive theory to analyze it.Secondly,it strengthens the daily management of township civil servants,mainly by strengthening the training,assessment mechanism and improving the mobility mechanism of township civil servants.Thirdly,it puts forward reasonable suggestions for the construction of correct professional values.Suggestions for improvement.Based on the exploration of relevant theories,this paper draws lessons from and absorbs the theoretical results of Employee Turnover at home andabroad.Taking the current situation of the loss of civil servants in Y town as an example,this paper puts forward a series of feasible and pertinent solutions,which have certain universal applicability,and provides some ideas for solving the problem of the loss of civil servants in Y town.
