Problems And Countermeasures Of Urban Community Governance

With the continuous advancement of urbanization,the continuous construction of urban infrastructure and the deepening of management services,there are more and more problems in urban community governance in China.The problem of urban community governance is related to the development of China's urban economy and society.It is closely watched by the party and also lists community governance as one of the important issues that the Chinese government urgently needs to solve.The ultimate goal of community governance is to provide an effective governance program.Each city has a different social environment and different governance programs.However,the overall governance thinking is consistent,so it can be studied from a certain urban community and then promoted to other general communities.This paper selects the Huangshan Sub-district Office Jurisdiction Community of Zouping City,and uses the questionnaire method to understand the problems existing in the community governance process,it is found that the community has the following four aspects: the community neighborhood committee has serious administrative color,the community self-governing organizations are stunted,the governance system has yet to be improved,and residents' participation in community governance is not positive enough.This paper combines the ideas of new public service theory,governance theory,policy network theory and multi-center theory,and combines the governance models and experiences of foreign American,Japanese and Singapore urban communities to propose appropriate governance for Huangshan Sub-district Office Jurisdiction Community and other urban communities.In the end,this paper puts forward five suggestions: one is to transform the government's own functions and expand the space for community autonomy;the second is to establish a community governance mechanism for diversified subjects and increase the participation of social organizations;the third is to actively guide residents to participate and promote the benign interaction of the community;the fourth is to strengthen the construction of laws,regulations and institutional systems related to community governance;the fifth is to improve the professional level ofcommunity workers.The main innovation of this paper is the introduction of policy network theory,which enriches the practical application of the theory.In addition,this paper adopts the questionnaire method when conducting the governance problem of Huangshan Sub-district Office Jurisdiction Community,which makes the obtained results more close to reality,to build a harmonious community,improve the community service level,and provide useful suggestions for the governance of other urban communities.
