Research On The Implementation Of Community Governance Functions Of Daimiao Sub-district Office, Tai'an City

The report of the 19 th National Congress of the Communist Party of China clearly points out that we need to strengthen the construction of community governance system,promote the focus of social governance down to the grassroots,and play the role of social organizations to achieve a benign interaction between government governance,social regulation,and resident autonomy.According to the “pyramidal” government hierarchy,the specific work of community governance eventually fell to the most basic sub-district office.The sub-district office has become the command center for community governance.The Daimiao sub-district office of Tai'an City,as the representative office of people's government of Taishan district,plays an important role in community governance.Currently,the problems in the process of implementing community governance,restricted the good and rapid development of the community.Therefore,it is especially urgent and necessary to improve the ability of community management of Daimiao sub-district office.This article through to the domestic and foreign correlation theory research,combined with Chinese existing laws and regulations as well as the policy documents issued by Tai'an City,people's government of Taishan district,summarize the specific practices that this sub-district office performs function of community management.And through in-depth interviews and reference materials,making an in-depth understanding of the role of Daimiao sub-district office of Tai'an City in community governance,analyze the reasons,put forward countermeasures and suggestions,hope to provide reference for improving the community governance ability of Daimiao sub-district office of Tai'an City.Specifically,this paper is divided into five parts.The first part is the introduction,briefly describes the background,significance,research review at home and abroad,research content,methods and innovation and deficiency.The second part is the core concept and basic theory,mainly defines the concept of sub-district office,community,community governance,community governance functions,expounds the new public management theory and governance theory.The third part is the concrete practice that Daimiao sub-district office performs the community governance function,introduces the general situation of Daimiao sub-district office from the aspects of the institutions,the main function,the institutions and the function of the community.The fourth part analyzes the problems and reasons that Daimiao sub-district office performs the function of community governance.The problems : First,the power and responsibility are not unified;Second,the community administration color is heavy;Third,the lack of community governance funds;Fourth,residents' insufficient participation in communitygovernance;Fifth,the construction of community public services is inadequate.The main causes of the problems: First,the construction of relevant laws and regulations lags behind;Second,the government interferes excessively in the community work;Third,government financial investment in community governance is insufficient;Fourth,the active consciousness of community residents to participate in autonomy is not strong;Fifth,working in sub-district office is stressful and difficult to get promoted;Sixth,working in community is not attractive.The fifth part is the main measures to improve the community governance ability of Daimiao subdistrict office: First,improve relevant laws and regulations;Second,increase government support;Third,strengthen capacity building for community autonomy;Fourth,encourage diverse forces to participate in community governance.
