A Research On The Performance Of Basic-level Governments In The Rural Land Circulation Of China

Farmland transfer has attracted great attention from all walks of life in China.In recent years,the Central Committee and the State Department are publishing the Comprehensive Implementation Plan of Deepen Rural Reform,which emphasizes the collective ownership,implement stable farmers contracting rights,liberalize land management rights and etc.In November of 2016,the Central Committee and the State Department are publishing the Opinions on the improvement of land ownership,right of land constructing and right of land management.These policies show the Government functions is increasingly better than before in farmland transfer.However,with the speeding of the industrialization and urbanization,lots of agricultural labors force shift to non-agriculture.The traditional peasant economy can not ensure the cropland used efficiency,which intensify the new contradiction between farmer and land.How to integrate the land resources and by what kind of progress of land reform has been put on the agenda of Basic-level Governments.This thesis analyzes the performance of Basic-level Governments in the rural land transfer.Combining the newest Policies of Land ownership and the Two Sessions with land circulation systems,it explains the reasons,state,deviant behaviors and solutions of Government role in the farmland transfer.Due to China is still in the transition period of land reform,all the Basic-level Governments have to change their function accordingly.The major bias of Government Role in the farmland transfer now are lacking of supervision and management in rural land market,which including the Basic-level government forced on land transfer,imperfect laws in farmland transfer and inadequate government supervision.Based on the known research achievements,the author pays much attention on improving government regulatory system,administration,role of guidance and services.Only by functioning well in the Land-market system can we guarantee the right of peasants' private interests,so to guarantee the growth of agricultural economic.
