Tax system is the administrative law enforcement department of the national economic management,which is responsible for the sacred mission of collecting money for the country and collecting taxes for the people.The tax system has a large number of civil servants,many levels and wide distribution,which is an important proposition in the management of government employees.At this critical period of the reform of the tax collection and management system,the management of civil servants in the tax system is facing new changes and challenges.Taking this reform as the background to study the problems of civil servant management in tax department has strong representativeness and practical guiding significance.In the reform of tax collection and management,new and old problems and contradictions that tax administration is encountered with are gradually highlighted.The first one is the problem that personnel have to be adjusted due to the adjustment of organizational structure and how new organization could be efficiently operated.The second one is how to eliminate the management and incentives issue accumulated over the years in tax system under the background of long-term status,“work to the end”,in organizational system.In addition,MJ where is a city researched in this paper is not provincial capital and is the fourth-or fifth-tier city of which geographical location and economic development level have not manifest advantage.In MJ City,the talent attraction is a key problem for MJ Tax Bureau.In this paper,after looking through a large number of documents concerning related field at home and abroad,and combining with author’s years of experience in grass-roots taxation work,the in-depth investigation and research are carried out at grass-roots level to fully grasp the first-hand data.Through comparative analysis of internal and external,the management status of civil servants team in MJ Tax Bureau is comprehensively analyzed to objectively point out the problems existing in its management work such as lack of enthusiasm of persons in charge,significant aging trend of personnel structure,shortage of highly educated and high-quality talents,mere formality of education and training,limited channels of promotion for persons in charge,etc.for which the reasons are deeply analyzed one by one.By applying incentive theory related to human resource management learnt at the postgraduate stage,based on the reality of MJ Taxation Bureau and to the extent permitted by policy,the practical view and feasible suggestion are put forward such as following the reform trend of tax collection and management,exploring incentive mechanism in multiple dimensions,scientifically employing assessment and evaluation means,making full use of digital personnel system,innovating the concept that talents make the tax strong,perfecting the working mechanism of education and training,etc.The scheme that can be popularized is provided for construction and structure optimization of civil servants team in MJ Tax Bureau for reference so that the issues and challenges brought by reform of tax collection and management can be settled.The tax function can be exerted fully and effectively to follow the development of new era in trend.
