Effective incentive is one of the major factor of mobilizing an organization and its staff.It plays an important role to research motivation system in the local tax department. This essay takes the civil servants of local tax depantment as a survey group ,integrates the theories of home and abroad into the survey and research on the factors of motivations and current motivation situations, in order to find and analyes the existing problems and causes of current motivation system. It comes up with pointed strategies and suggestions to strengthen the existing system of motivation.There are five chapters in this essay. In partâ… ,author intoduce the background,purpose,significance,the existing theories and the general thinking. The second chapter describes the meaning and nine incentive motivation theories, summarizes the main factors affect the incentive effects. The third chapter introduce the basic conditions of civil servants in Local Taxation Bereau of Cangzhou Municipal. In chapterâ…£,author analyzes the result of questionnaire survey. By analyzing ,author believes that six problem exists: including low pay,hard to promote,dislocation of government functions,low participation in the work, etc. The reasons for these problems are low level of productive forces,incomplete political system,poor quality of civil servants and the distorted sense of competition, etc. In partâ…¤,author propose seven suggestions in order to provide effective references to the leaders and human resoures management of local tax department.
