Party and government leading cadres are an important part of the civil service,the main body of governing the country and the main function of managing the country's public and social affairs.With the continuous growth of the party and government leading cadres,the outside world has continuously increased the attention of the party and government leading cadres,and put forward higher requirements for the management system,methods,laws and regulations of the party and government leading cadres.How to improve the standard and scientific level of the management of the party and government cadres reasonably and effectively has become the top priority of the personnel management work of the party and government cadres.According to the "Regulations on Promoting the Capability of Leading Cadres(Trial Implementation)" issued by the General Office of the CPC Central Committee,the Regulations make specific provisions on solving the problem of cadres 'ability to go up and down in accordance with the requirements of comprehensively strict Party administration and strict management cadres,and have standardized the working procedures.The establishment of the work responsibility system is an important observance of the work of cadres in the new period.However,it is also a test of reality whether the various departments in each region can comply with the implementation.At the same time,it is worth thinking about what problems exist in the appointment mechanism and the reasons for its formation,and how to truly achieve effective innovation.This paper aims to study how to achieve the mechanism innovation of the appointment of Party and government leading cadres,and then comprehensively analyzes the problem of the mechanism innovation of the appointment of Party and government leading cadres from the perspective of public management,and accordingly proposes how to solve the problem of the appointment of Party and government leading cadres.And deeply explore how to innovate cadres can be on the mechanism.The paper consists of five chapters:The first chapter is the prologue,which mainly introduces the research background,the current research situation at home and abroad,the research significance and the research method.The second chapter is a detailed analysis of basic concepts and support theory.This paper analyzes the mechanism of the appointment of leading party and government cadres from the energy level correspondence principle,new public management theory and public sector human capital theory.The third chapter is a brief introduction of the process of change in the appointment mechanism of party and government leading cadres,and an analysis of the effectiveness of the mechanism under the energy of the appointment of party and government leading cadres,thus pointing out the actual problems in the operation of the mechanism under the energy of the appointment of party and government leading cadres.The fourth chapter is to analyze the reason why there are problems in the mechanism of the appointment of party and government leading cadres.The fifth chapter is the analysis of the performance of civil servants in the United Kingdom,the United States and other countries,and the inspiration for the effective innovation of civil servants in China.The sixth chapter is the countermeasures and suggestions to promote the reform and innovation of the mechanism under the ability of leading cadres,and carries out detailed analysis from the aspects of improving the control procedures and rules,improving the mechanism of "falling" cadres,and improving the assessment and evaluation mechanism to improve the management and supervision mechanism.In the end,we summarize and refine the research conclusions of this article,including the main conclusions and the shortcomings of the research.
