Research On Governmental Functions In The Construction Of Characteristic Towns In Zhejiang ——A Case Study Of Jiande Aviation Town

As a product of modern economic evolution to a certain stage,characteristic towns rose in Zhejiang province.It is an upgrade version of the efficient and reasonable spatial layout of micro industry cluster.It is a strategic choice of Zhejiang province to break the bottleneck of space resources.It is also a new model of regional economic development.Characteristic towns promote the new urbanization and supply-side structural reform.In the construction of characteristic towns in Zhejiang,the performance of basic government functions has played an active role.Jiande Aviation Town is the only provincial characteristic town in China that focuses on the development of the entire industrial chain of general aviation.It is also a typical case of transformation and upgrading of old industrial areas.Taking the development and growth of Jiande Aviation Town as a clue,this thesis shows the difficulties during the transformation and upgrading period of the old industrial zone,and the role of the local government in the process of revitalizing old industrial zone on the basis of respecting the rule of market,giving full play to the functions of the government which is called "the visible hand",planning to set up an aviation town scientifically,and being named as a provincial characteristic town successfully.This thesis adopts literature review and field survey method,with the perspective of public management as a starting point.Firstly,it has carried on a comprehensive review and comb about the relevant study of characteristic towns.Secondly,the thesis outlines the overall situation of the construction of characteristic towns in Zhejiang and the performance of governmental functions.On this basis,taking Jiande Aviation Town as an example,it expatiates and analyzes the key role of the local government in the transformation and upgrading of the old industrial zone,mainly reflected in the aspects of industrial import,capital guarantee,environmental governance,element agglomeration and institutional innovation,etc.At the same time,it points out that the challenges and problems that the government called "visible hand" faced currently,including the offside and absence of government,insufficient role of market players,relatively lagging of overall planning,insufficient protection of advanced elements,and the old management system of development zones,etc.Finally,the thesis puts forward some countermeasures and suggestions on how to improve the governmental functions in the construction of characteristic towns in Zhejiang,mainly including respecting the market dominant position,making scientific planning,enhancing element guarantees,promoting the innovation of system and mechanism,etc.This research aims to enrich the current theoretical research system on characteristic towns to a certain extent,and at the same time provide reference for the rapid and sustainable development of other characteristic towns.
