Research On The Behavior Of Local Government In The Development Of Regional Higher Education

Since the founding of the New China,the higher education management system has reformed and optimized constantly.It has formed two-stage management of the central and provincial government.The management system of higher education dominated by provincial governments.In different historical periods of the development of higher education,the local government has shown different behavioral characteristics.The 19 th National Congress of the Communist Party of China proposed that socialism with Chinese characteristics enter a new era.At the same time,it also puts forward higher new requirements for the provincial government to manage higher education co-ordination.At present,higher education is in a critical period from extensional development to connotative development,and it is also the deepening period of the reform of higher education management system.How to strengthen the overall management of local government,promote local government to manage higher education in accordance with the law,and transform the functions of local government,promoting the development of higher education is a severe challenge faced by local governments in the new period.Public policy is an important tool for government departments to function.This study is based on the theory of public governance and the theory of responsible government.Based on the perspective of the role and basic functions of local governments in the development of regional higher education,the three dimensions of the policy text's time,unit and scope of action are from 2005 to 2019.The text of Sichuan 's general higher education policy was analyzed in 2007,and the characteristics of local government 's behavior in the development of regional higher education and their causes were analyzed.Based on the actual development of Sichuan 's general higher education,the local government 's application in promoting higher education ought to be in the path.This study demonstrated that in the development of higher education,the behavior of local government was more administrative,dominant,and overpowered.The reason was that in the process of governance of higher education,the local governments were more administrative,and the degree of rule of law was inadequate,and the powers and responsibilities were not clear,and the transformation of government functions was not in place,and the participation of social forces was insufficient.Based on the perspectives of public governance theory and responsible government theory,in order to promote regional higher education to realize the governance capability and governance system modernization,it is necessary to establish a responsibility list system,strengthen the thinking of the rule of law of local government,and promote the degree of promoting the rule of law of local governments,and the external governance mechanism of the society,strengthen the macro-control of local governments and promote the development of limited local governments,strengthen the service awareness of local governments,build an efficient regulatory system,and promote the development of service-oriented local governments.
