Study On Implementation Of Government Functions During The Construction Of New Rural In Longhu Town Of Jinjiang

Promoting the new rural construction is an important part of rural work in our country,and the government function plays an important role in the process of new rural construction.The township government is the most basic political power in China,which is closely related to the new rural construction.In the new rural construction,what should be the function of township government,what should be done and what should not be done,how can the township government play the role of bridge between the government and farmers.With these questions,this paper makes a reference to the relevant books,papers and data,trying to find a more in-depth understanding of the function of township government in the process of new socialist rural construction.This paper takes Longhu town of Jinjiang city as an example,based on knowledge of management science,social science,political science,research the status quo of grassroots government responsibility performance in the process of new rural construction,found that the grassroots government has made great achievements in the process of rural social development.However,due to the existing deep-seated problems of the administrative system is not perfect,the power and finance are seriously unbalanced,the function definition is obscure,the quality of cadres should be further improved,which cause these phenomena,such as the service items is flashy,the financial support is not enough,the management is offside,the guidance of village units is ineffective,so that the functions of the grassroots government failed to give full play.This paper argues that,in the new rural construction,no matter what form the township government organs take,it should take the national development as the overall situation,adapt to the needs of economic and social development,fully fulfil the responsibilities of social management and public services.Specifically,in order to promote the township government,it should deepen the examination system reform,improve the financial management system of township government,define the functions of the government clearly and build the construction of efficient cadres.
