Research On Government Functions In The Development Of Rural Tourism In Quanzhou

With the progress of society,mass tourism has become an opportunity for the country to implement the strategy of rural revitalization.Quanzhou,as the starting point of the "Oriental First Harbor" and the "Maritime Silk Road" in the Song and Yuan Dynasties,integrates the advantages of ecotourism and rural construction.Based on the research background,this paper will focus on the analysis of public goods in tourism,sort out the status quo of government functions embodied in the development of rural tourism in Quanzhou,summarize the problems existing in the process of developing rural tourism in Quanzhou,draw on the successful experience of promoting rural tourism in Taiwan and Zhaoping,and then explore the specific countermeasures of the government in the process of developing rural tourism in Quanzhou.Based on the theory of government function and public management,this paper combs out the problems and causes of the government in the development of rural tourism in Quanzhou City.Through this study,the following conclusions can be drawn: Firstly,the present situation of the functions of the government in the development of rural tourism in Quanzhou is as follows: formulating the policies for the development of rural tourism in Quanzhou and promoting the implementation of the policies,improving the functional institutions and institutional construction of the management of rural tourism in Quanzhou,building tourism public service facilities in the development of rural tourism in Quanzhou,and focusing on dealing with tourists,enterprises and enterprises.The relationship between local residents and industry managers.Secondly,the problems of government functions in the development of rural tourism in Quanzhou mainly include: unclear objectives of government functions in support of rural tourism development;unscientific orientation of government functions in support of rural tourism development,resulting in inaccurate services;weak market environment integration ability of government in the development of rural tourism,affecting the optimization of tourism environment;and existing in the performance of government functions.The effect of moral hazard can reduce policy performance.The reasons for these problems are: insufficient awareness of the importance of government functions,inadequate understanding of the development of rural tourism industry,inadequate financial support from the government,and lack of systematic supervision of the performance of government functions.Thirdly,in order to promote the ability of government functions in the development of rural tourism in Quanzhou,it is necessary to optimize and improve the supervision system from the following aspects: defining the objectives of Quanzhou government functions,positioning government functions scientifically,improving the "hard environment" for the development of rural tourism in Quanzhou,upgrading the "soft environment",building the function of preventing moral hazards,and so on.Finally,this paper summarizes the research and outlines the shortcomings of the research and prospects the future development.
