Study On The Government Function In The Development Of The Whole Area Rural Tourism

People's consumption concept is directly changed by the rapidly developing national economy and improved quality of life.Nowadays,people pay more and more attention to spiritual life,which promote the vigorous development of domestic tourism indirectly.With the further development of tourism industry and people's yearning for idyllic life,rural tourism is becoming more and more popular,especially as a family excursion.Under this situation,Taian,Daiyue District attaches more importance to the development of tourism.The whole area tourism is the key project of Daiyue District's economic development,and rural tourism is a significant part of it.Base on the whole area tourism,the development of rural tourism is of great significance for the Daiyue District's economy.The development of tourism involves a large number of factors,but also relies on the multi-coordination and efforts of the government,society and people.Under the background of politics in our country,the government dominates the development of tourism.And its tourism function is not only the evaluation standard of its work effect,but also related to the economy and livelihood.The important task of Daiyue District local government is to develop rural tourism in the context of global tourism.The paper takes Taian Daiyue District as an example and the government function in the whole area rural tourism development as an object of study.On the basis of analyzing the present research situation at domestic and overseas,as well as relevant theories,this paper introduces the present situation and the functions played by the government of Taian Daiyue District in the whole area rural tourism development.The Daiyue District government plays the function of overall planning,clarifies the development objectives of the whole area of rural tourism,carries out unified planning and development for the region,provides financial security,innovates the mode of investment financing cooperation,continuously increases the channels of capital sources to provide financial security for industrial development.Meanwhile,coordinate and communicate to clean up barriers for industrial development and create a green regulatory environment.At the same time,this paper also constructs the function performance evaluation system ofTaian Daiyue District government rural tourism development,and probes into the main problems and reasons of government function in the whole area rural tourism according to the index of evaluation system.We found that there are some problems in the industrial development of Daiyue District government,such as the relatively low level of infrastructure support,the imperfect coordination mechanism of management protection in the construction of rural projects,the unclear departmental responsibilities and planning,the overall low level of service,and the low social satisfaction through research.On this basis,combined with the actual situation of Daiyue District,the factors affecting the function of Daiyue District government are analyzed from the four aspects —capital guarantee,mechanism setting,policy formulation and practitioners.and some suggestions for rationalization are put forward.We can draw five reasonable suggestions: first,optimize the investment structure and establish a scientific and reasonable input mechanism.Second,improve internal management and foster efficient and coordinated departmental function.Third,improve the sense of service and increase public satisfaction with the tourism industry.Fourth,perfect the assessment system and establish a normal dynamic assessment system.Fifth,set up a training mechanism to improve the service level of practitioners.At present,the development of rural tourism in Daiyue District is still in its initial stage.And the government should fully perform its functions and provide a good environment in the process of developing the whole area rural tourism,continuously inject the motive force of sustainable development.While improving the internal construction of the region,the government should also strengthen regional cooperation with all levels and make both of them become a community of destiny for the "Taian Whole Area Tourism system" to achieve win-win cooperation.
