The Shortage Of Public Service Function Of Community-level Government And The Way To Reform

Nowadays the rapid development of society has put forward new requirements to build the public service functions of our government,and the provision of public services is an important duty of all levels of government.The build and perfection of public service system are the fundamental goal of the change of Chinese government function.Currently in China,the shortage of public services,the low efficiency and other issues are still existing.Especially in the rural areas,the infrastructure construction and other basic public service supplies are very short,the shortage of community-level government public service supply and the growing of the public service demand in the new rural construction are not match.The central committee of the party accordingly proposed to change the government functions,build a service-oriented government,and increase the preferential agricultural policies and the rural livelihood construction efforts.Rural dilapidated housing reform policy in Guizhou began since the Ice Disaster in 2008 caused damages in a large area of local rural areas,the central government developed a practical policy for the dilapidated houses in rural area.Rural dilapidated housing reform policy improved the living conditions for majority of poor farmers,beautified the village appearance.But there are still many problems,mainly the community-level government public service supply shortages,failed to fully mobilize social forces to participate in public services and other issues,leading to low efficiency of government services,and rural dilapidated work progress.
