Study On Institutionalization Of Grassroots Deliberative Democracy With Chinese Characteristics

Grassroots deliberative democracy with Chinese characteristics is the unique form and advantage of socialist deliberative democracy.The 18 th National Congress of the Communist Party of China clearly pointed out that it is necessary to improve the democratic system of consultation and work,and promote broad,multi-layered and institutionalized development of deliberative democracy.Since then,academia and community showed strong interest in the study of grassroots deliberative democracy.As one of the basic orientations and characteristics of political development,institutionalization is an important perspective for observing and evaluating the relationship between political system and society.On this basis,the academia has consistently focused on the study of the institutionalization of grassroots deliberative democracy with Chinese characteristics.The research and deepening of this topic have important theoretical and practical significance.To clarify the concept of the institutionalization of grassroots deliberative democracy with Chinese characteristics,it is necessary to clarify the two concepts of deliberative democracy and grassroots deliberative democracy with Chinese characteristics.On this basis,the thesis expounds the concepts.At the same time,it demonstrates the value of institutionalization from three aspects: reality guarantee,important aspects and logical necessity.When sorting out the grass-roots deliberative democracy with Chinese characteristics in the form of institutions,it clarified its historical changes and examined its development process.Through the analysis of the status quo and problems of the institutionalization of grass-roots deliberative democracy with Chinese characteristics,as far as the current practical operations are concerned,there are still a series of problems such as weak negotiation consciousness,unsatisfactory negotiation procedure mechanism,and hidden dangers in the media deliberation environment.The author tries to combine the actual situation,through the study of the path of grassroots deliberative democracy,try to propose corresponding optimization strategies,and promote the institutionalization of grassroots deliberative democracy with Chinese characteristics.
