Study On Development Of Grassroots Deliberative Democracy With Chinese Characteristics

Grassroots deliberative democracy is the foundation of deliberative democracy system, where all the other deliberative democracy systems inevitably build on and connect with to play a practical role. The reason is that the grassroots deliberative democracy reflects not only a democracy state of country or society, but also the whole social democratic state. Because the grassroots deliberative democracy is in the combination of the economic bases and superstructure, which is the first step of transition and reflection from the situation of economic lives to the politics, and at which all of the practices of society and economic lives first gather, and then expand to a wider range. Grassroots deliberative democracy is a barometer of social democracy and the power source of democratic politics. Therefore, the research of the law of occurrence and development in deliberative democracy will promote China’s deliberative democracy system to a perfect level and has the important theory value to the construction of political civilization. Guided by historical materialism and combined with the actual practice of grassroots deliberative democracy in our country, this paper analyzes deeply in theory and practice of China’s grassroots deliberative democracy. This paper consists of five parts, introduction, overview of China’s grassroots deliberative democracy, the evolution of history of China’s grassroots deliberative democracy, the new situation of development of China’s grassroots deliberative democracy and the development path of China’s grassroots deliberative democracy. The main contents are as follows:In the introduction part, firstly expounds the purpose and significance of the research of grassroots deliberative democracy, and then summarizes the status of academic research of this subject in the domestic and foreign, on this basis, to clarify the research methods and innovations.In the first part, firstly it summarizes the interpretations of the concept of grassroots deliberative democracy in domestic and foreign scholars. This paper defines the meaning of grassroots deliberative democracy:grassroots deliberative democracy is a democratic form that the government organizations, autonomous organizations, enterprises, other social organizations and the masses of the people in the villages and towns villages and neighborhoods and communities within the district of county (city, region, banner) use through in-depth consultations to solve the public affairs. Secondly, it reveals the essence of China’s grassroots deliberative democracy from three aspects of the essence of requirements of socialist democracy, the important basis of construction of the ruling by law nation and the important embodiment of the party’s mass line. Finally, it discusses the significance of developing of grassroots deliberative democracy.In the second part, firstly it summarizes the historical development of China’s grassroots deliberative democracy. Thinking that China’s grassroots deliberative democracy originated from the period of new democratic revolution, formed in the period of socialist construction which is after the victory of new democratic revolution. Secondly, it describes the development status of China’s grassroots deliberative democracy in the process of reform and opening up from three aspects in rural grassroots deliberative democracy system, city grassroots deliberative democracy system and enterprises grassroots democratic system. Finally,it summaries the new situation and the new features of grassroots deliberative democracy in the new stage and new period.The third part is about the question of China’s grassroots deliberative democracy. It discusses the various of issues what will China’s grassroots deliberative democracy will face in further development and perfection. It analysis the opportunities and challenges of the construction of grassroots deliberative democracy, from three aspects of current domestic and international environment, system setting and democratic atmosphere, considering that every aspects both have opportunities and challenges. Only seize the opportunity and overcome the challenge can improve grassroots deliberative democracy.The fourth part is about suggestions put forward mainly to the problems in the third part. According to the present t China’s political development reality, led by the government from top to bottom to promote grassroots deliberative democracy further development is in line with the current actual. Therefore, corresponding countermeasures are put forward from strengthening the self-construction of the grassroots political organization, releasing the energy of grassroots political organizations and enhancing the consciousness and ability of deliberative, these three aspects.
