Research On The Exploration Of Urban Social Organizations In Community Governance

As an indispensable link of social construction in the new period,social organizations are playing a more and more significant role not only in the promotion of the democracy at the grass-roots level as well as the construction of public service,but also in the improvement of the quality of community environment,the vigour of grassroots culture and the stability of grass-roots level of public security.Social organizations have obvious characteristics,for example,they are nonprofit,non-governmental,voluntary,independent,public welfare,social and so on.Made up mainly by local residents,these organizations provide most of their service to community residents,and organize activities within the scope of streets,communities.Social organizations are existing as an important carrier for the common people to participate in the construction of society,a supplementary social service to the function shortage of the government and enterprises,and a main force that cannot be ignored in the comprehensive construction of socialism harmonious society.In view of the above-mentioned factions of the social organizations in community governance,this paper puts forward to analyze the specific processes of the social organizations,analyzes the logic starting point as well as the form of social organizations in the participation in community governance,the consequence are discussed,and further thinkings are made in this paper.Research shows that: the analysis of a specific process of the social organizations in participation in community governance shows that during the contact between the social organizations and community governance,the neighborhood committees have played an important intermediary role while the initiative of social organizations is not that strong.From the interaction of all parties in community affairs,we can see that the social organizations have been transformed from the official and quasi official unidirectional reliance to a bidirectional dependency.The citizen participation and trust are foundations of social organizations in participation in community governance,translations in patterns of social governance will generate great power,and community public space will supply stages,institutional arrangement will ensure it be in motion.All these above suggest that certain logic should be followed in the participation of community governance for the social organizations.At the same time,two kinds of participation-type are introduced into the governance,known as the active cooperative participation and the passive executive participation.And the characteristics of this governance are authorization,participation,cooperation.In summary,in accordance with the standards of governance theory,the results of the social organizations in participation in community governance are still not satisfactory in this stage,but its more obvious to the good trend.
