As an important functional department to ensure social harmony and stability and people's living and working in peace and contentment,public security organs have played an extremely important role in social and economic development.The operational efficiency of public security organs is directly related to the protection and maintenance of people's vital interests.Generally,the performance appraisal management of public servants in public security organs is an important measure to stimulate the work efficiency of public security departments and continuously exert the function of serving the society.This paper takes the public security bureau of A city as the research object.Based on the existing performance appraisal method system,questionnaire survey and statistical method are adopted to find the existing problems of performance appraisal.The problems are analyzed in detail and the corresponding optimization countermeasures are proposed.The thesis mainly includes:Firstly,I have extensively read the research results of performance assessment of police departments at home and abroad.Through summary and analysis,I have put forward the research ideas of optimizing performance assessment of public security departments from the perspective of equity.Meanwhile,with the help of relevant basic theories,such as equity theory,I have given a clear definition of the research direction and method of this topic.Secondly,the current performance appraisal method system of public security bureau of A city is introduced in detail from the aspects of qualitative assessment,quantitative assessment,assessment process and grading assessment.Third,by designing the questionnaire,collect user on the current performance appraisal satisfaction,and thus summed up the performance appraisal in indicator setting,evaluation methods,evaluation methods,evaluation feedback,etc.,there are four problems,namely the index set is not scientific,the appraisal main body subjective consciousness is too strong,such as missing due to a single evaluation method,evaluation feedback mechanism,this paper made further discuss the causes of these problems.Fourthly,in view of the current performance appraisal problems in A city,four optimization Suggestions are put forward,namely,differentiated treatment of indicators,application of 360-degree performance appraisal method,establishment of assessment result adjustment mechanism,establishment of assessment review and review mechanism,etc.,to promote labor equity,rule equity,promotion equity and assessment equity,etc.The innovation of this paper lies in that it proposes to examine the performance appraisal method system of public security bureau of A city from the perspective of fairness,and finds out the existing problems of performance appraisal through data investigation and analysis.Moreover,it proposes targeted optimization countermeasures and Suggestions from the perspective of fairness.
