The Public Security Bureau as the administration of administrative law enforcement organs of the state, the local government and the Ministry of public security of dual leadership, responsible for consolidating the ruling status of the Communist Party, maintain national long period of stability, attacking the enemy, protecting the important mission of the people. In public security work, how to mobilize the enthusiasm of police combat efficiency and improve public security police, have become an important part of police work, caused the attention of all levels of government departments. The implementation of performance appraisal is a scientific method to promote the benign development of public security work, police performance appraisal system to regulate the behavior of police work, police stimulate motivation, to promote the public security police team construction, the government’s administrative efficiency and improve the benefit of the effect is very obvious. However, due to the special nature of the police occupation, the design of the performance appraisal system is not a simple task, police performance appraisal system needs further improvement.The thesis to research on the performance appraisal system of Xi’an City Public Security Bureau police as an example, on the performance management theory, incentive theory and new public management theory as the guide, using the method of literature review and empirical research method research, the research of Xi’an City Public Security Bureau police performance appraisal system. Firstly, this paper analyzes the research background and significance, the domestic and foreign about the civil servant performance appraisal research status and trend, the main research contents and methods, and the police performance appraisal system of related concepts and the theoretical basis to carry on the research summary. And then launched a has carried on the analysis to the Xi’an City Public Security Bureau police performance appraisal present situation, points out the main problems faced by the Xi’an City Public Security Bureau police performance appraisal system, including the content of the performance appraisal lack science, performance appraisal indicators are difficult to quantify, performance evaluation results using is not reasonable. The paper then focuses on the design process of the police performance assessment system of the Public Security Bureau of Xi’an, and the guarantee measures for the protection of the performance assessment system of Xi’an city police..Through the system researched, the thesis finally comes to the concept of strategic performance management is introduced to the Xi’an City Public Security Bureau police performance appraisal system construction, by fostering performance appraisal culture atmosphere, strengthen training performance guarantee to improve performance level assessment, perfect performance appraisal feedback mechanism, improving the performance appraisal incentive mechanism and other measures to make the Xi’an Municipal Public Security Bureau to perfect the governance structure, sound operating mechanism, a reasonable allocation of resources, the public and the police are satisfied of modern public security organs, the conclusions of the study.
