Due to the decline,stage fluctuation and slowdown of the increasing speed of global economic aggregate,all countries have turned to focus on the development of endogenous power and gather to reconstruct the internal space platform.Urban agglomerations are the advanced stage of urbanization,which participates in the division of labor,cooperation and exchange of regional economy and global economy through agglomeration and diffusion.With the deepening of national economic integration,development sharing and regional integration,the economic and social development of urban agglomerations will gradually break through the administrative divisions and fuzzy organizational boundaries under the coordination and linkage of the government.Guangdong-Hong Kong-Macao Greater Bay Area is an important economic,trade,financial and innovation center in South China,and an important part of regional coordinated development.Guangdong,Hong Kong and Macao have the same historical tradition,cultural background,cultural activities,approaching geographical position,promoting inclusiveness and mutual learning.They have the natural basis and conditions for coordinated development.However,restricted by the administrative boundary,the overall strength of the region is poor,the administrative coordination mechanism is unsoundness,and the development between cities is unbalanced and significantly different.It is an important way to promote the innovation of the administrative coordination mechanism of Guangdong-Hong Kong-Macao Greater Bay Area under the overall control of the central government by making good use of the benefits of the "two systems",accurately understanding and focusing on the purpose of the coordinated development,trying to construct a quality and effective coordination mechanism from the principles,concepts,mechanisms and other dimensions.There are totally six parts in this paper.The first chapter is the introduction,introducing the problems of the administrative coordination mechanism of GuangdongHong Kong-Macao Greater Bay Area,expounding the research contents and methods,summarizing and reviewing the research results of the administrative coordination and coordination mechanism at home and abroad,describing the possible innovation and difficulties.The second chapter defines the related concepts and explains the theoretical basis.The third chapter analyzes the present situation of administrative coordination mechanism in Guangdong-Hong Kong-Macao Greater Bay Area,and discusses the obstacles of the administrative coordination mechanism from the aspects of system,law,human values and multiple boundaries.The fourth chapter studies the effect of administrative coordination mechanism on the efficiency of economic and social development in Guangdong-Hong Kong-Macao quantitatively from aspects of the inputs and outputs through the data envelopment analysis method.It is concluded that the factor allocation is unbalanced and insufficient,and the problem of input redundancy is increasing year by year.The fifth chapter uses the comparative method to discuss the construction conditions of the administrative coordination mechanism in the world famous three Bay areas,and tries to summarize the experience and enlightenment.The sixth chapter discusses the attribution of the problems of administrative coordination mechanism of Guangdong-Hong Kong-Macao Greater Bay Area.It is suggested that Hong Kong,Macao,Guangzhou and Shenzhen should be taken as the central cities,make good use of the advantages of the "two systems" from the principles,concepts and mechanisms,and continue to innovate and explore policy systems and governance models of regional coordination.
