With the continuous acceleration of the process of governing the rule of law,performance appraisal has gradually become the focus of the work of various government organs.The performance appraisal of public security organs is an important means to improve the efficiency of public security work,and it is also a hot and difficult point in the grass-roots public security management.The construction of a scientific performance appraisal index system for grass-roots public security is not only the basis for performance appraisal,but also of great significance for clarifying the mission and strategy of public security organs and promoting innovation of public security work.Compared with the current performance appraisal system of public security organs,the balanced scorecard is not only an advanced performance management system,but also a strategic management tool.The introduction of the Balanced Scorecard into the performance appraisal of public security organs will help to implement the strategic objectives of public security organs,promote future learning and development,and promote the efficiency of public security organs.This paper expounds the relevant theories of performance appraisal and balanced scorecard.Taking a grass-roots public security bureau of Xi'an Public Security Bureau as an example,it analyses the current situation of performance appraisal,points out the main problems existing,probes into the feasibility of introducing the balanced scorecard,and clarifies the basic principles and ideas for the design of the performance appraisal index system of grass-roots public security management.From the four dimensions of grass-roots public security management performance,cost,internal process,learning and growth indicators,the content of indicators is designed,the weight of indicators is set scientifically,and an example is analyzed.Therefore,it puts forward some corresponding safeguard measures,such as improving the level of strategic management,scientifically classifying and managing performance appraisal indicators,rationally distributing the weight of performance appraisal indicators,determining the responsible group for implementing the balanced scorecard,and providing the knowledge and skills of the members of the organization,so as to provide reference experience for the performance appraisal of grass-roots public security organs in China.
