Research On Local Government Function In Smart Home Care Service

At present,China has become known as the country with the largest number of elderly people in the world.An urgent problem brought about by the aging of the population is the issue of old-age care.However,the miniaturization of family size has greatly challenged traditional family pensions,the low acceptance of institutional pensions,and the imbalance between supply and demand of communitybased aged care services.This phenomenon indicates that the development of China's old-age care industry has entered a bottleneck period.In 2015,Premier Li Keqiang first proposed the “Internet”action,which is affecting the way of social production.It is also quietly changing people's lifestyles and making life more convenient.Wisdom raising with the use of Internet of Things,the Internet,big data,cloud computing and other scientific and technological means came into being.Wisdom-based home care is in the initial stage of development,ensuring the normal operation and effective supply of services,and must rely on the effective implementation of government functions.Therefore,accurately positioning local government functions and maximizing their utility is an important issue that local governments must address in promoting smart home care services.Based on the public goods theory,welfare pluralism theory,new public service theory,this paper firstly systematically introduces the intelligent home-based pension service on the basis of analyzing the current situation of pension service in China,and divides the main bodies involved into roles,so as to clarify the functions that T(T city refers to Tangshan city)municipal government should play in the process of the operation of each role.Then,according to the statistical results of the questionnaire,the index system is established,and the weight of the index is determined by Delphi method and analytic hierarchy process.Finally,through the fuzzy evaluation method to evaluate the performance of functions.According to the analysis of the evaluation results,T municipal government should first strengthen the planning function of the old-age service and increase propaganda according to the actual situation;secondly,it should encourage social forces to participate in the old-age service and increase financial support for the old-age service;secondly,it should follow up the formulation of policies and regulations for the participants;and at the same time,it should promote "resource integration","talent construction" and "technology support".It holds three functions of government.Figure 10;Table 23;Reference 50.
