Study On The Government Functions Of Elderly Home-based Care Service In Xi'an City

As the capital of Shaanxi province,Xi'an have the largest population and undertake a regional center for Northwest district of China,which have already been brought into the national central city with The Thirteenth Five-Year Plan.For the past few years,the constitution of aging population for Xi'an city showing a higher degree than the mean level of Shaanxi province and accompany with several characteristic include high velocity development of aging,rapidly aging trend,and empty-nested phenomenon that revealed a prominent acceleration.The growing of aging population brings a huge challenge for Xi'an's economic development and social progress.The Party's nineteenth report given a clearly instruction that China should have an actively respond for aging population problem,and accelerate the development of aging program and aging industry.The model of elderly home-based care service becoming a fundamental outlet to solve increasingly acute problem of supporting old people,On the one hand,this model makes up the insufficient of traditional family supporting pension model;on the other hand,it makes the realization for a lower coat to obtain all professional services equivalent from retirement institution;and it also conform the psychological and emotional demand of the aged.As a new type of elderly care model,home-based care service situated at the stage which need government give energetic support and correct guidance,the government still has many problems in the process of performing its functions.Now this thesis chooses government function as a point of penetration to analysis and researches the problems of Xi'an's elderly home-based care service and then finds some optimization suggestion and countermeasure for Xi'an government.This thesis mainly uses the literature research method and the comparative study method,first reviews and combs the research of the predecessors,then analyzes the current situation and problems of the government's functions in the home-based care for the elderly and puts forward the countermeasures on this basis.The logical structure of this paper is based on the theory of public goods,welfare pluralism,and the new public service theory,which gives the government's theoretical and functional positioning in the service of home-based care.After clarifying the direction of the government's functions,the following describes the social background and general situation of the development of home-based care services in Xi'an,and the status of the government's functions in terms of policies,systems,funds,and management in the development of home-based care services.It is found that the government still has many problems such as lagging legal construction,inadequate financial security,imperfect service supervision,insufficient social organization support and support,inadequate policy publicity,and inadequate staffing of home-based care services professionals.Then learn and compare the relevant experiences of foreign governments in the development of home-based care services.Starting from the actual situation in Xi'an,we will propose countermeasures and suggestions for improving and optimizing government functions in home-based care services.This thesis wants to improve the concern and degree of recognition at home-based elderly care service in Xi'an from Xi'an government and all sectors of society.And we hope to construct a policy system and social atmosphere fulfilled with willing providing and giving filial obedience the aged.For the more,this study could promote consummation of government function for Xi'an's elderly home-based care service and enhance old people's profit practically.
