Research On Innovation Of Front-line Social Governance In Baofeng Yi Nationality Of Yingjing County

With the population movement and the spontaneous migration,some of the grass-roots people in different nationalities live in scattered communities.As a result of the integration of a large number of immigrants,tensions between people and land and prominent social problems tend to arise.Strengthening innovative research on grass-roots social governance in ethnic townships and coordinating various interests between immigrant groups and aborigines have become an urgent problem for grass-roots social governance in ethnic townships formed by spontaneous migration.This paper takes Baofeng Yi nationality township formed by spontaneous migration as the research object,uses the theory of governance and new public service,combines the practical investigation and then summarizes the beneficial exploration of governance concept and means in grass-roots social governance in recent years.The paper also summarizes the achievements in public service,people's livelihood,precise poverty alleviation and innovation of traditional comprehensive governance model.Through the survey,the local social contradictions are prominent in the social governance of the township due to the spontaneous immigration of the random and disorderly foreign population;there are some problems in the management of household registration of the masses and there are shortcomings in enjoying public services;the relatively poor comprehensive quality of grassroots managers affects the development of governance subject ability,and the relatively poor quality of the masses leads to the poor ability to participate in social governance.Inadequate integration between spontaneous migration groups and indigenous peoples affects the integration of local ethnic groups.Finally,in light of the concrete reality of the spontaneous migration of Baofeng Yi nationality townships,this paper proposes that grassroots social governance should actively guide and encourage grassroots masses and grassroots organizations toparticipate in social governance under the leadership of the Party Committee and government.Improve the ability of governance subjects and the masses to participate in social governance,so as to improve the existing problems in social governance.The main countermeasures are as follows: First,establish a census system to strictly control disorderly and autonomous relocation;Second,gradually improve household registration information and effectively enhance public service capacity;Third,strengthen the capacity-building of governance subjects and improve the level of comprehensive services;Fourth,improve the ability of the masses to participate in governance and enhance the concept of rule of law;Fifth,vigorously carry out national unity education and enhance the degree of local ethnic integration.
