Research On Pareto Improvement Of Frontier Governance Ability

With the change of history,the development of society and the change of environment,the status of the development,construction and governance of China's frontier has been highlighted historically,and its significance has become more and more significant.As one of the core subjects of border governance,the government is the main administrative responsible person for the performance of border governance.The ability and level of traditional frontier government governance in China are mainly embodied in the ability to maintain the stability of the frontier and the ability of national unity.However,with the change of geopolitical pattern and the transformation of frontier society,the problems in China's frontier areas are changing constantly.The more prominent post-risk and some original risk are overlapping and glued to each other,which makes the traditional frontier government governance in a dilemma.The complex,overlapping,transnational and sensitive characteristics of the frontier issues have rigorously put forward new historic requirements for the ability to build the rule of law in the frontier areas,the ability to build the consciousness of the Chinese nation in the frontier areas and the ability to develop the frontier society.The government is facing a dilemma in dealing with the new risks in the border areas,which impels the reconstruction of the governance ability and level of the border government and the improvement of the governance performance of the border government,which is embodied in the realistic requirements of the modernization process of the governance system and the governance ability of the border government.Therefore,by analyzing and extracting the core competencies affecting contemporary border governance,we discuss the space of "Pareto Improvement" of contemporary border governance capacity.The purpose is to improve and adjust the core competencies and levels of contemporary border governance,and strive to enhance one or more governance values without reducing the traditional border governance capacity and level,and gradually.In order to enhance the effectiveness of contemporary border governance,we should promote the construction of the border government governance system and the improvement of governance capacity,so as to promote the comprehensive deepening of reform in the border areas and realize the common prosperity of the border nationalities.In this paper,the government governance system and modernization of governance capacity as the center,the government governance capacity and level to match the border risk management needs as the argument basis,to enhance the border governance capacity as the fundamental goal.Based on the historical experience of China's frontier governance policy in ancient and modern times,this paper focuses on the problems of contemporary frontier in an all-round way,expecting to excavate and refine the core competence of Frontier governance through in-depth analysis and discussion of the generation logic and transmission path of frontier risk,so as to produce contemporary frontier governance countermeasures.
