Research On Supervision Mode And Responsibility Of Drinking Water Safety Administrative Regulation In China

Water is the source of life, matters to people and all living things. Drinkingwater safety is a basic human survival needs. Drinking water pollution problem, likethe flu waves continuing to "have a declaration to war" to the society, which tell usthe enterprises that blind pursuit of market interest and ignore public health. At thesame time, the drinking water safety problem has not solved perfectly, which alsosuggests that the supervision work of government in the drinking water safety did notachieve the desired effect, showing the defects and problems in drinking water safetyadministrative system and supervision of administrative responsibility system. Thepower and responsibility of administration is not clear, the illegal administrator didnot bear the corresponding administrative responsibility, and the administrator has notplay its role, etc., which has not solved will only make drinking water safety accidentworse, it will not only threat to human health, but also threat to social stability,national future and national destiny. In this paper, I will adopt a comparative research,theoretical and empirical analysis methods, making a research on the problem ofdrinking water safety of administrative responsibility.This paper uses the theory of the empirical method having classification ofChina’s supervision departments and administrative responsibility and displayingdifferent forms of administrative responsibilities. After this part，I will deeply explorethe reason of the fatigue of drinking water regulation subject’s administrativeresponsibility. The law enforcement system of administrative regulation is not perfectbecause the unknown powers between regulators and the confliction of interest, etc.The imperfect administrative responsibility system also has the profound reasons:have lack of a clear specification of main body elements of the administrativeresponsibility, not have a operational procedure of administrative responsibility andweak sense of responsibility of civil servants, etc. The internal supervision and socialsupervision does not reach the designated position is one of the factors hinderingadministrative regulation to perform their duties. The last part aims to actively seek solutions about this issues.improve therelevant legal system and the standard of the safety of drinking water and build aperfect emergency response system, which will improve administrative lawenforcement system. The construction of administrative responsibility system needsto fill the blank of the responsibility of supervisor.External supervisor such asauthority, the news media, citizens will also promote the development of drinkingwater safety supervision system in our country.
