Imagination And Practice Of Pluralistic Co-Governance

At present,the governance of the existing space problems in commercial housing districts presents a realistic situation in which the government,society and the market are governed by multiple subjects.In both academic and policy application,pluralistic co-governance is conceived as an efficient and effective model and mechanism.However,in the practice of community space governance,pluralistic co-governance faces many difficulties.At the same time,different from other public affairs in the community,the community space has heterogeneity,and the pluralistic co-governance subjects have different cognition to the object of space.Furthermore,as a combination of space and governance,spatial governance has multiple orientations.Therefore,it is necessary to pay attention to the diversity of spatial cognition and the multiple orientations of spatial governance in community space pluralistic co-governance.In his theory of space production,Henry Lefevere,a French urban sociologist,put forward the idea of spatial ternary dialectics,which transformed the concept of spatial structure into spatial practice,spatial representation and representational space.It provides three dimensions for us to understand space and the complexity of spatial governance.The author takes the "community space competition and governance story" in C district as an example.Through the application of spatial ternary dialectical theory,this paper sums up the spatial governance path according to the idea of "spatial cognition-spatial practice-idealized space".Separately combs spatial governance logic of three different subjects: government,society and market.The author finds that the community space pluralistic co-governance presents the state of linear dispersion.Among them,the relationship between government subject and social subject is tense,while the market subject depends on and swings between the two,and the three have not formed the joint force of governance.There is a gap between the imagination and practice of pluralistic co-governance,and the pluralistic co-governance of community space is faced with difficulties.Then,the author analyzes the cause and performance of the dilemma by combining the three necessary conditions in the definition of the pluralistic co-governance.On this basis,the author reconsiders the complexity of spatial governance and the effectiveness of pluralistic co-governance mechanism,and points out that it is necessary to construct a consensus,co-governance,sharing network governance path to get out of the dilemma of community space pluralistic co-governance.
