Research On The Change Of Government Science And Technology Management System In Guangzhou Since The Reform And Opening-up

Since 1978,China's reform and opening-up policy has gone through 40 years of extraordinary years.China's society has undergone profound changes.From the planned economy system to the socialist market economy system,the economic system and the scientific and technological system have undergone tremendous changes.The change of the government scientific and technological management system is a microcosm of the development process of China's scientific and technological management.The report of the Nineteenth National Congress regards "insisting on deepening reform in an all-round way" as one of the fourteen basic strategies for adhering to and developing socialism with Chinese characteristics in the new era.Reforming the parts of various systems that do not meet the needs of social production will be an important measure for our government to improve the national governance system and the modernization of governance capacity.Taking history as a lesson,we can know the prosperity and the succession.It is necessary to review,analyze and summarize the process of the change of government scientific and technological management system in the face of the situation of the new era.As a frontier city of reform and opening-up,Guangzhou has dared to take the lead in the process of reform and opening-up.It has always been in the forefront of the reform of economic system and scientific and technological system,and achieved great results.Therefore,the focus of this study is to construct an analytical framework for the institutional change of science and technology management based on the institutional change theory of new institutional economics,and to analyze the process of the institutional change of Guangzhou's government science and technology management system since the reform and opening up.The first part of this paper elaborates the research background and significance,research status at home and abroad,research content,research methods,research ideas and innovations.The second part of this paper elaborates the basic concepts and theories of the system change theory of science and technology management system and new institutional economics,and on this basis,constructs the analysis framework of the system change of science and technology management.The third part of this paper collects and collates materials through literature research,historical research,field research and other research methods,combs the process of the change of Guangzhou's government science and technology management system since the reform and opening up,and summarizes the characteristics of its institutional change.The fourth part of this paper uses the method of combining empirical analysis with normative analysis,and combines the analysis frameworkof institutional change of science and technology management based on the theory of institutional change of new institutionalism economics,to analyze the process of institutional change of Guangzhou's government science and technology management system.This paper divides the process of the change of Guangzhou's government science and technology management system into three stages,which are 1992 and 2017.It analyses the institutional environment,motive force,main body and mode of each stage,and the path selection and evolution logic of the change of Guangzhou's government science and technology management system.Under the synergy of the needs of economic development,scientific and technological development,political support of the government,ideological factors and other factors,Guangzhou's government science and technology management system has been changing in the direction of marketization,legalization and service.Although the main body and mode of system change are different in different stages,it has evolved in a gradual way as a whole.In the fifth part of this paper,combined with the actual situation of Guangzhou's scientific and technological management system,the current needs of the times and the analysis results above,some suggestions are put forward to improve Guangzhou's government scientific and technological management system in the future: Guangzhou's government scientific and technological management system construction should comprehensively enhance the government's scientific and technological service ability from the aspects of scientific and technological policy system,the way of using scientific and technological funds,and increase research investment should be strengthened to enhance the innovation ability of enterprises,improve the allocation of scientific and technological resources,and build a multi-level management mode of scientific and technological personnel,so as to promote the development of new research and development institutions,improve the transformation system of scientific and technological achievements,enhance urban innovation ability and integrate into regional innovation system.
