In order to improve level of administrative management and heighten ability of social governance,the Chinese government has always attached great importance to performance management,and clearly proposed to make performance better,change image,and enhance credibility and execution by promoting performance management.This article highly focuses on “Performance Information Use”.Performance information is essentially a data set,including various objective resource generated in the process of performance management in local government,such as input and output.It is a crucial medium for public officials to perform performance planning,performance appraisal,and performance improvement.Therefore,for the purpose of exploring the influencing factors and relationships of performance information use,this paper draws on the Theory of Planned Behavior,after clarifying its concept and connotation,uses performance information of local government in Guangdong as analysis object and reveals the internal mechanism of performance information use.The paper is divided into six parts: First,we make a brief description of basic situation of the research,combine and summarize some research results at home and abroad,and introduce the empirical methods to be adopted in the article.The second part is to introduce research perspective of this paper,which is to use the theoretical model of Planned Behavior to analyze the problem,laying foundation for constructing the interpretation framework in next step.The third part is to carry out scientific research design,put forward reasonable assumptions on research issues based on previous achievements,construct a structural equation model that explains the impact mechanism of performance information use and then conduct research through questionnaires to collect the required data.The fourth part is to use software SPSS to organize data,implement descriptive statistics and scale project analysis to comprehend performance information use by public officials and then make preliminary test to observe relationship among various influencing factors.The fifth part is to use software AMOS for confirmatory factor analysis and path analysis,testing whether the default model is established and explaining the mechanism that affects actual use.Finally,we summarize full text based on research results and the theory for further discussion.The study found that: Firstly,respondents' perceptual level of performance information use is generally high.Then,all variables “Attitude towards behavior,subjective norm and perceived behavioral control” have an influence on actual behavior through behavioral intention,so the mediating effect is significant.Specifically,when public officials' attitude towards performance information use is stronger,the willingness to use is stronger,and thus has a significant positive impact on the occurrence of actual behavior.Second,when subjective norm felt by public officials is stronger,the willingness to use is stronger,and thus has a significant positive impact on the occurrence of actual behavior.Third,when public officials' behavior control conditions are more adequate,the willingness to use is stronger,and thus has a significant positive impact on the occurrence of actual behavior.At last,the usability of performance information significantly and positively moderates the impact of behavioral intention on actual behavior,increasing the explanatory variation by about 8.6%.
