Public Value-based" Government Performance Governance (PV-GPG) is based on the in-depth reflection of government performance management under the paradigm of New Public Management. Rethinking New Public Service, New Public Management and traditional Public Administration is not new in the academic circle of public administration, but the discussion about the topic of the scholars in the past followed the "pendulum-style" induction method and analysis approach. They considered the development and paradigm transition of public administration as the continuous rotation between managerialism and constitutionalism, instrumental rationality and value rationality, efficiency and equality, and so on. While the thought makes a good explanation, it also pushes "efficiency and equality, instrumental rationality and value rationality" into two opposite direction and makes them trapped in the state of "catch one and lose another".The significance of PV-GPG is to get rid of the analyzing approach, and reconstruct government performance management theory system from the wider historical perspective and dynamic time dimension, from the perspective of governance and social interaction network, and based on the two dimensions: organizational management and social value construction. Because of the introduction of PV-GPG, efficiency and equality is not the two sides of one teeterboard anymore. Government performance strategy system more likes a magic cube. It can flexibly adjust the sub-systems according to the change of social circumstances and the shift of demands. It is important to observe the practical phenomenon and understand the concept model of the research under PV-GPG.The paper tries to build the relationship between macro theory and micro concepts by drawing on the "bathtub model" of Coleman. If organizational management and public values are the two important elements of government performance, a theory model which corresponds with PV-GPG in individual level can be constructed. Based on this, the paper introduces public service motivation as a moderator variable, and tests how public service motivation affects the relationship between self-efficacy sense and performance based on analyzing the main effect between self-efficacy sense and individual performance of public servants. In order to build a more connection between the concept model and PV-GPG, it also examines the cause-effect between individual acceptance on public values and public service motivation.The research collects data mainly by using on-line survey system.500 questionnaires were issued, and 205 were taken back. The empirical results support the hypothesis about the relationship between the acceptance on public values and public service motivation. Self-efficacy sense and performance have a very significant positive relationship. The empirical results also verify the existence of moderating effect:under the general significance level, public service motivation positively adjusts the positive relationship between self-efficacy sense and individual performance.At the end, it discusses the practical significance of the research findings and conclusion, and the limitation of the research.
