Nowadays,with the rapid development of the Internet in China,it has become a trend for both urban and rural residents to participate in various social activities by the internet.The number of internet users is becoming bigger.More and more users take advantage of cyberspace into the political field,and the traditional pattern of civil political participation has met profound changes.As network has become a new way to liberate the political participation of urban and rural residents,new challenges also come.The continuous improvement of economic and the deepening of political modernization is an inevitable trend for expanding the breadth and depth of citizen's political participation.It should be noted that China is a large country with a long history of civilization and a huge territory.However,its development has always been accompanied by the separation of urban and rural areas.The unbalanced development of urban and rural areas which caused by some historical problems is particularly prominent,and this non-equilibrium characteristic has been spreading and has not been diminished with the progress of social development.Therefore,in order to explore and explain the complex and changeable political phenomena on the contemporary Chinese political stage,we should not deviate from the concrete points of the environmental factors such as political,economic,and cultural factors.We must pay attention to the restraining or promoting effects which brought by the unique social environment of both urban and rural areas.So that we can analyze the non-equilibrium phenomena of urban and rural residents' online political participation with more accurately and scientifically.At the first beginning,the paper analyzes the theory and reality of network political participation in detail.Then,the development and changes of urban and rural areas in the Internet era will be explained.After analyzing online participation development in the urban and rural areas,the author found there was a huge gap main in scale and structure between rural and urban online users,which would make negative effects on the online political participation.The non-equilibrium phenomenon of the network political participation of the urban and rural residents mainly focuses on the online political participation attitude,interests,and quality.In author's opinion,the deep reasons behind the non-equilibrium dilemma of the network political participation is that urban and rural online users have different political participation culture,imbalanced socialcapital,and unequal economic development.Finally,in order to improve the non-equilibrium dilemma of the network political participation of the urban and rural residents,the author gives some resolutions which focus on eliminating the basic conditions and environmental disparity of network participation in urban and rural areas,as well as ensuring the quality of network political participation of both urban and rural residents.
