The PPP Model Research On Quanzhou Anxi County Rural Pension Institution

Population aging refers to,under the joint influence of lower fertility and longer life expectancy,a dynamic condition that the proportion of the elderly keeps increasing with the slower growth of the young population.According to the latest data released by the United Nations,it can be predicted that,by 2050,the proportion of the elderly over 60 years old in China will exceed 30%,and our society will enter the stage of overall aging.Anxi County,located in the southeastern coast,is also facing the challenge of population aging.In 2013,Anxi County made the first move.After the welfare center was built,the Civil Affairs Department of Anxi County handed over the right of operation to Longren and Wuxin nursing homes through public bidding.Since then,the new pension mode of public facilities and private operation has begun.As a matter of course,many problems are exposed in the cooperation between the government and the enterprises.For example,the local people's acceptance of this new mode is still quite poor,the operation funds of rural pension institutions are insufficient,the government's awareness of responsibilities is not clear,the overall quality of services of pension institutions is not high enough,the enterprises attach too much importance to economic interests rather than welfare and public welfare,and the information between government and enterprises is asymmetric.If we get to the bottom of it,the government itself,the enterprises themselves and the conflicts among them are all involved.For instance,the government's financial support is insufficient,and its supervision is inefficient;the personnel of enterprises is not well-trained,and they pay too much attention to economic interests;the problems between the government and enterprises are that they lack communication in the operation of PPP mode,and their original intentions are totally different.This paper will put forward corresponding strategies to cope with the problems found in the pension institutions in Anxi County,such as,identifying government responsibilities,raising funds through multiple channels,clearing the responsibilities of pension service institutions and improving service quality,etc.,so as to settle the contradictions between the government and enterprises in running public-built private-operated pension institutions in Anxi County.Only in these ways,can the new type of pension institutions develop and operate better.
