There is a very significant correlation between the level of social development and the administrative efficiency in the public sector.In a scientific and perfect human resources management system,the core element to determine its level and efficiency is whether the incentive mechanisms are reasonable and effective.At present,a scientific human resources management system is at the stage of development and improvement in the public sector of our country.It calls for improvement,whether it is the compensation system,the performance appraisal system,the promotion system or the incentive system.That is a major task for the reform of the management system in the public sector of our country.The research and practice of incentive mechanisms are of great theoretical and practical significance to the human resource management in the public sector of our country.While it is being well developed in a lot of enterprises,the incentive system is showing a long lag in the public sector.The current incentive sustem can not fully meet the management needs in the nonprofit public sector.In particular,since it has a big conflict with the traditional administrative system,the incentive system will inevitably encounter great difficulties in the course of its innovation and development.We must learn and absorb scientific theories and experiences from other countries,enterprises and in order to provide sufficient motivations for the scientific development of the human resource management system and also to actively promote the innovation and perfection of the incentive system in the public sector.This research is divided into five chapters:Chapter one gives a general overview of the theory on incentive mechanisms,with emphasis on its importance for the human resource management in the public sector.Chapter two summarizes the development process of the incentive system in the public sector of our country,analyzes and discusses its importance and specific use in the human resource management system,compares and analyzes the difference between China and foreign countries from the points of view of the compensation management,the promotion mechanism and performance appraisal,and at last introduces advanced and perfect incentive mechanisms from foreign countries.Chapter three conducts systematic research and analysis on the current development status of the incensive system in the public sector of our country.Chapter four refers to the experiences from KN electric power design enterprise about their incentive mechanisms in the human resource management.Chapter five gives some specially adapted solutions for optimizing and improving the incentive system for the human resource management in the public sector of our country.
