The public security organ is a national administrative organ,the important part of the people's government.At the same time,it is one of the country's judicial organs carrying out administrative power.The public security organ deals with public security in accordance with law and exercises the executive power.Simultaneously,the public security organ investigates criminal cases and exercises judicial powers.At present,in the period of social transformation in China,the economy and society develop quickly,the international and domestic situation change is complicated,the law enforcement tasks have a large increase for the public security organ,especially the policemen at the grass-roots level,which makes them in a state of overload during a long-term.Therefore,establishing and perfecting the incentive for policemen play an important role in promoting economic and social development,promoting the police team construction and improving the work enthusiasm.When police team appears,there will be Police incentive.Police incentive is an important part of the personnel management.It is an effective tool to promote the public security work and public security group,which can strengthen the personnel management of public security.Based on the guide theories and principles,this text sums up the existing incentive theories and analyzes their guidance role for building and perfecting the police incentive.The construction of the police incentive could not work without the guidance of the incentive theories.But,because of particularity of the police professional,police incentive is different from others.As a result,the existing incentive theory must be consistent with the nature of police professional and combines with our country's basic national conditions,following the principle of the incentive,which can achieve twice the result with half the effort.With the continuous development of the situation,the incentive is facing many new situations and new problems.In order to meet the needs of the development of the situation,according to the reality of the police security work and the team construction,the Public security bureau of Dongchangfu has been continuously improving and perfecting the police incentive,taking effort to build scientific police incentive.On the base of existing police incentive--Payment Motivation,Protection Motivation,Personal incentive,it is needed to discover problems and analyze reasons.Under the guidance of the fair principle,people-oriented principle,the diversity and integrity combined principle,the persistence and expansibility combined principle,the timely and moderate principle,the positive incentives and negative incentives combined principle,the material incentive and spiritual incentive combined principle,etc.,we should perfect laws,police culture incentive,the policing activities and improve the incentives to constantly strengthen the building of police incentive and give full play to the police incentive.
