Since 1980s, the globe has been swept across by a tide of public administration reform surging from the west. The public administration reform in China has learned from its history as well as from developed western countries and some developing ones. Drawing on the experience of Singapore, SuZhou Industrial Park has set a successful example. The diversified system of the incentive mechanism of its public sector is market-oriented and benefit-based, characterized by its view of value, and supported by the morality and the law. It has improved administrative efficiency of the public sector by means of incentive methods, that is to provide salary above the local average for the same job, provide chances for training as effective investments, make competition public, transparent and fair, and stress on self-development environment. The activity and selectivity of SuZhou Industrial Park in respect of drawing on experience from Singapore provide valuable reference for incentive mechanism of public sector in China, and even for the construction of Chinese public administration.
