Research On The Action Strategy Of Retired Cadres Participating In Voluntary Service From The Perspective Of Social Capital ——Taking Suzhou As An Example

Retired cadres are a particularly important but lack of in-depth research object of elderly social work.At present,the main contents of the work for retired cadres include the guarantee of the political life treatment of retired cadres、the party construction and playing active roles in society of retired cadres.Furthermore,guiding them to give full play to their residual heat and serve the local social and economic development has become a normal work.In addition,the participation of retired cadres in voluntary service is their specific work measure and presentation.However,the current research on retired cadres mainly focuses on political theory,retirement system,party and league construction,and key areas are tend to be on the research of working mechanism,methods and organization management.Therefore,the research on participating in voluntary service is obviously insufficient.Based on this,taking retired cadres in Suzhou as an example,this paper mainly uses the methods of questionnaire and interview,and analyzes 298 samples from 10county-level cities,districts and municipal units in the city.Moreover,combined with the interviews of 10 outstanding volunteers in retired cadres,this paper conducts a specific study on the action process and action strategies of Suzhou retired cadres participating in voluntary service.The study found that the action strategies of retired cadres participating in voluntary service mainly include normative strategy,trust strategy and relationship strategy.Among them,normative strategy is a choice around policy and legal system,which is mainly reflected in three levels: using policy,influencing policy and formulating norms;Trust strategy is based on the purpose of cohesion,which mainly focuses on the system,community service and residents’ needs;Relationship strategy refers to the construction of service community,which is mainly used to deal with the relationship between government,society and community.At the same time,the participation of retired cadres in voluntary service is a bidirectional combination of politics and society.On the one hand,they maintain a strong consistency with the government system through their original political identity,and the service process has also been supported by many governmental resources.On the other hand,the volunteer service they participate in and carry out belongs to the field of the third distribution,which plays a positive role in improving residents’ sense of service belonging and maintaining social fairness and justice.Through the analysis of the practice process and strategy of retired cadres’ participation in voluntary service in Suzhou,this paper believes that at this stage,retired cadres have become an important force of voluntary service,which not only plays a positive role in realizing the worthiness of the elderly and positive aging,but also has a promoting effect on enriching the practice system of social work for the elderly.In addition,there are two aspects to the response and enlightenment of social work: firstly,the three strategies can provide enlightenment to the micro operation level of social workers,such as how to mobilize "community talents" and how to make use of social resources.Secondly,retired cadres are also important objects for social workers to carry out their work.On the one hand,retired cadres,as an important part of the elderly,are the objects that social work for the elderly can serve.On the other hand,the various roles that retired cadres can play can become powerful resources.
