A Comparative Case Study: Social Organizations And Community Conflicts Governance

As an intersection of the state and society,the community is a place with most frequent social interactions and the social conflicts.Resolving the social conflicts is generally regarded as an important content of government management.The government-led stability maintaining modeled is the basic guarantee of China's longterm stability.However,in research,I found that a new governing mode with community social organizations as main body of community governance is widely popular in recent years and is one of the administrative innovation promoted by the local government.Study the involvement of these new social organizations in community governance has both theoretical and practical significance in promoting practical development of community governance and establishing a harmonious community environment.The core question answered in this paper is that why the involvement of social organizations in community governance has demonstrated different ways and modes.Firstly,the paper pointed out the urgent requirement for social organizations to participated in community governance,which is reflected in the emerging community conflicts.The main representation forms of the urban community conflicts are rights conflicts,material gains divergences and culture conflicts.All these community conflicts are closely related to the governing pressure caused by community transformation,the lack of community conflict solution mechanisms and the influence of social concept conflicts and social anomie.In order to meet those challenges and to solve community conflicts,prevent social risks,mobilize the cooperative governing capacities of social organizations and play its effective role in fulfilling public demands is a favorable policy.However,the development of social organizations in China is deeply influenced by the categorized control of government and demonstrated differentiated modes.Extra hepatic growing social organizations has played important roles in supplying public services and expressing public interests.The local government controls those organizations by projected government purchase.But endogenous social organizations mainly work in the area of providing public service.Expression of public interest is quite limited.Overall,all kinds of social organizations in current community governance have not realized a balanced development,which is inconsistent with the construction of good governance.Therefore,in enhancing the participation of social organizations in community governance,it is necessary to reach a balance between the functions of providing public services and expressing public interests.
