In recent years,based on the development and popularization of the Internet,network public opinionbecomes more active than ever.Internet public opinion is a "double-edged sword".On the one hand the network provides a convenient channel for thecitizens to express their views,on the other hand,it also confuses the public.As the manager of the society,it is necessary for the government to be involved in guiding public opinion,and to provide assistance for the stable development of the society.Through literature review,quantitative analysis method and comparative studies,the first part of this thesis defines concepts and theories related to network public opinion,and discusses the characteristics of the network public opinion events.In order to explore the causes and effects of network public opinion events and capture a full glance of network public opinion,this thesis analyzes the evolutionpath of network public events(i.e.,the occurrence-the spread –the regression).Through the empirical analysis of the status and mechanism of government intervention in the public opinion,this study shows that there is a significant correlation amongthe timing of government intervention,the way of accountability and government intervention.Foreign network management practices analysis enlightens our government management of the network public opinion.Finally,this thesis discusses problems related to the government intervention of networkpublic opinion: defectiveness of public opinion monitoring mechanism,less awareness of public opinion crisis,plugging phenomenonof public opinion.Followed by some specific suggestions: in order to achieve social stability,government may disclose the information,strengthen the monitoring and guiding public opinion andthe disposing of public opinion events.
