Research On Competency Model Of Community Cadres From The Perspective Of Human's All-round Development Theory

In the past 40 years of reform and opening up,as an important part of Marxist theory,the theory of all-round development of human beings has deeply analyzed the relationship between man and society and has important practical guiding value.Under the guidance of the theory of all-round human development,the Chinese society has undergone a comprehensive transformation,and the economic system,social structure,interest structure,and ideological concepts have undergone profound changes.One of the most striking and far-reaching phenomena is that the community is living in China's social development.The central position of the Great Prosperity Strategy.The community,especially the urban community,has evolved from the original simple residential area into the focal point of various social groups and the intersection of various social contradictions.The community governance work is particularly complicated.Therefore,in the practice of community governance,the role of strengthening cadres has become very prominent.Because,as the backbone of community talents,the quality of community cadres is good and bad,and the ability is fully exerted,which directly affects the construction and development of the community.Based on this,in the new era of comprehensive and deepening reform of the country,it is necessary to use the theory of all-round development of people to guide the construction of community cadres and achieve the all-round development of cadres.Therefore,this study is based on the Marxist theory of all-round development theory.Taking Shihezi City as an example,starting from the actual work of community cadres,the community cadre competency model was initially constructed through literature and key event interviews.Afterwards,using the questionnaire survey method and comparative analysis method to verify the theoretical model,it proves that the community cadre competency model constructed under the guidance of human comprehensive development theory has rationality and value.The research conclusions are as follows:(1)Explain the theory of all-round development and its development and innovation.On the one hand,it sorts out the formation and development of Marx's theory of all-round development of human beings;on the other hand,it discusses the inheritance and development of the theory of all-round development of people by the party and state leaders in the process of social practice.After that,the author explored the dialectical relationship between the theory of all-round development and the competency model.(2)Constructing a competency model of community cadres with 36 key indicators in 5 dimensions,including political beliefs,knowledge level,post ability,professional character and personality traits.(3)The "Spirit of the Community Cadre Competency Model Measurement Questionnaire" with good reliability and validity was compiled,and the rationality of the model was verified.(4)From the perspective of human's all-round development theory,the application strategies of community cadre competency model in selection,training and assessment are put forward.As an advanced tool and an important method to guide the development and management of human resources in government departments,the competency model has important evaluation values for the construction and development of community cadres in the new era.Therefore,this study emphasizes the needs and values of people in reality from the perspective of human comprehensive development theory,focuses on the actual work of community cadres,and builds a model of community cadres competency,which serves as the government's choice in community cadres.The recruitment,training,assessment and other talent development work provides certain technical support and practical application,which can comprehensively promote the improvement of the ability level of the community cadres and achieve the all-round development of people.
