The Research On The Management Measures Of Exit And Entry Documents By Means Of Cheat In The Public Security Organ

As an important part of national foreign-related administration,exit and entry administration of public security is closely related to politics,economy,society and life,and it will develop according to the circumstances.With China’s entry to WTO and the development of reform and opening-up,rapid development of economy as well as increasing international exchanges,more and more people have applied for exit and entry documents in order to travel abroad,resulting in the higher requirements imposed on exit and entry administration.To put it another way,the original application and approval procedures have been outdated,leading to pressure and many challenges to the exit and entry administration along with many new issues.Hence it is an important issue that the current situation and trend of exit and entry administration be understood so that it could bring benefits to the reform and opening-up as well as economic development.After the implementation of rules and laws on exit and entry administration proposed by the Ministry of Public Security(MPS),staff in different parts of China held different interpretations of policies by MPS;in the meantime,many regions have put forward their own application and approval policies according to their unique situations,and conditions and time for approval were not the same as other parts of regions.In this way,issues on fairness and discord emerged,and the situation of exit and entry administration became severe.Under the framework of public goods theory in the field of public management,this thesis explores the danger of the illegal behavior of exit and entry documents obtained by means of cheat,and it addresses the importance of application of exit and entry documents by rules and law.It elaborates on the behavior of documents obtained by means of cheat in the Division of Exit and Entry Administration of Xi’an Municipal Public Security as well as the loopholes of relevant policies.It puts forward feasible solutions to standardize application and approval process of exit and entry documents from the perspectives of the Division of Exit and Entry Administration of Xi’an Municipal Public Security.And it is aimed at providing theoretical guidance to the improvement in the administration of exit and entry documents in Xi’an Municipal Public Security organs as well as offering suggestions to the exit and entry administration organs in other regions of China.
