Study On Citizen Network Participation In Public Policy Making

Public policy is the main way for the government to manage social affairs and provide public goods.Its essence is the rational distribution of public interest.Public policy development should be based on a wide range of public opinion,so only the citizen norms,rational and balanced participation in public policy development,in order to ensure the legitimacy of public policy output,scientific and democratic.With the rapid development of network and information technology,the network space based on Internet technology has become the public domain of the network,which has the characteristics of openness,equality and concealment.Not only enrich the form of citizen political participation,but also to promote the public policy formulation of the scientific and democratic.However,the dual effect of the network leads to some problems in the participation of citizen networks in public policy formulation.Such as non-normative participation,irrational participation,non-equilibrium participation and so on affect the scientific,effective and representative of public policy making.It is of great significance to study the problems of citizen network participation in public policy formulation and promote the development of civil society and promote the construction of democratic politics.Based on the principle of combining theory with practice,this paper,based on the collection and analysis of relevant research reports,cases,data and so on,is guided by the theories of good governance,consultation democracy and public choice,and aims at the existence of citizen network in public policy formulation This paper analyzes the causes of non-normative participation,irrational participation and non-equilibrium participation,and draws lessons from the experiences of four countries such as Korea,Japan,Singapore and the United States,combined with the actual situation of our government from the government,citizens and legal system And the technical support and so on.The paper puts forward the countermeasures to promote the citizen's network to participate in the public policy formulation,so as to improve the citizen's participation in the public policy formulation,promote the citizen's network to participate in the government's decision-making and accelerate the process of our socialist democratic politics.
