Research On Government Regulation Countermeasures Of Online Public Opinion In China

In April 2016,Jinping Xi put forward two requirements on the supervision of online public opinion:(1)Control the risks in cyberspace(2)Give full play to the advantages of Internet freedom and democracy.But from the reality,our government seems not have got its essence in how to balance good regulation and play the network vitality of the relationship.Different from Chinese scholars who mainly study the current situation of online public opinion regulation countermeasures from the government level,this paper conducts an in-depth study on online public opinion regulation from the two levels of government and online public opinion based on the theory of ecosystem and coordination mechanism.According to the findings of this study,network public opinion is subject to the interaction and coordination among the participants ? rules and public opinion field of network public opinion.So network public opinion presenting two states of balance and imbalance in the process of operation.In either case,it is necessary for the Chinese government to adopt effective regulatory strategies to reduce the imbalance and mobilize its positive functions such as public opinion expression and contradiction mediation in the balanced operation of online public opinions.However,after investigating the current situation of government supervision of online public opinions in China and making a comprehensive data analysis of "Chongqing bus falling into the river" online public opinions,the following problems are found: The Chinese government has not implemented effective supervision countermeasures for online public opinions on the basis of grasping the operation rules of online public opinions.In addition,due to problems such as imperfect regulatory laws?insufficient ability of public opinion monitoring ? weak competitiveness of government public opinion field discourse and poor coordination of online public opinion subjects,China's government has more or less deficiencies in online public opinion supervision means ? online public opinion supervision focus ? online public opinion supervision action and online public opinion supervision legitimacy,thus affecting the effectiveness of the government's online public opinion supervision.In the face of all these problems,this study thinks that the Chinese government should change the past administrative control regulation countermeasures,with the aim of network public opinion towards functions,based on sound network public opinion supervision law from the perspective of network public opinion system works,the transfer network public opinion to participate in the main body coordination effect,improve the ability of network public opinion,and promote the competitiveness of the government public opinion field discourse,so as to improve the effectiveness of the our country network public opinion government regulation strategy.
