“Science is the first mover of development”,The ability of innovation and development has gradually become the core of competition between countries and regions.Especially since the 18 th National Congress of the Party,China's economy has changed from high speed to high quality development in the face of the turbulent international market and the uneven development of the domestic environment.As an important carrier of innovation drive and economic development in our country,the management committee has been facing the present situation such as the marginal effect of traditional production factor investment and the incentive of homogenous competition in parks in various regions.How to stand out in many parks has become a major topic for research in various parks.Innovation from its own management and system has become an effective measure for each park to increase its core competitiveness and stimulate greater internal vitality,thus promoting the transformation and upgrading of the management committee.Since its establishment in 2013,the Chengdu Wen jiang District Eco-tourism District Administrative Committee has been exploring its own strategic positioning and industrial development direction.After the 19 th National Congress of the CPC,with the publication of the document "Implementing Rural Revitalization",it has been sent to "go all out to build an eco-tourism zone in the United States,vigorously implement the strategy of rural revitalization".Construct the "urban agriculture +" industrial ecosphere,and strive to build the "Silicon Valley" of modern urban agriculture and the "two feeding" highland of China.The goal is clear,the task is clear,but the management system and mechanism of the problem has emerged,the mobility of talent,the lack of reserve personnel training,uneven distribution of work has become a horizontal obstacle in the development of the MCC.Performance management,as a management tool,is deeply loved by both domestic and foreign theorists and enterprises.Through the decomposition of the strategic objectives of the organization,process management,interactive communication and coordination are emphasized to effectively achieve the organic combination and high degree of unity of individual goals,departmental goals and organizational goals,which is in line with the current ecological tourism in Wen jiang District of Chengdu City.The need for development and reform of the District Management Committee.This paper takes the management committee of wen jiang area ecological tourist area of Chengdu city as the research object.Firstly,through the literature induction method and comparative analysis method,the experience and results obtained from domestic and foreign studies are summarized.Based on this,the related theories of performance management are deeply studied,and the theoretical framework for the establishment of performance management system is laid down.Secondly,under the guidance of theoretical research,the management committee of wen jiang area,Chengdu city,carried out detailed research to ensure the necessity and feasibility of the study,collect the materials needed,get the support of the management committee and staff,and provide strong guarantee for the follow-up study.Thirdly,in full understanding of the basic conditions of the management committee,summed up the advantages and disadvantages of existing management methods.Finally,we will use the target management method,the key performance indicator method and the 360 ° performance evaluation method to conduct in-depth research on the five key links of performance management based on the advantages of the existing management committee post responsibility system.To design a scientific,fair and simple performance management system for the integrated management committee of the eco-tourist area.
