Research On The Implementation Path Of Grassroot Government Power List System

As an important basic guarantee system for implementing the Reforms of streamlining government administration delegating powers,and improving regulation and services,the power list system has been implemented at the county level and above.At present,all levels of government departments are undergoing dynamic adjustment and improvement and strive to achieve normal management and gradually spread to township level.Therefore,the township level cites can also benefit from the power list system,which will really serve for the public.Comparing and summarizing the advantages and disadvantages of different implementation paths of grassroot governments' power list systems can provide reference for the implementation of the system at the township level in the next stage.In this regard,we use the literature research method,the social survey method and the multi-case analysis method to study the implementation paths of the power list system of the district-level and county-level governments.First,through literature and policies review,browsing the relevant government websites,and summarize the realistic basis of the implementation of the grassroots' power list system,namely the “starting point”and the system goal,i.e.“end point”.Then,combining with the core document,we describe the expected path of the power list system and the actual practice at the grassroots level.We explain optional paths to the implementation of the power list system at the grassroots level.Next,from the county-level government at the grassroots level,we select typical cases of the corresponding paths and carry out comparative analysis of different cases by combining the theoretical framework and interview data.Specifically,we summarize and compare the differences,advantages and disadvantages of implementation goals,procedures and guarantee mechanisms.As a result,we refine the key points and guarantee conditions for the implementation of the grassroots government power list system.According to the practical experience of grassroots districts and counties,we consider the difference in implementation goals,implementation subjects and implementation procedures between the counties in order to analyse the reference to the practical experience of the districts and counties,the speciality of the townships implementation system.We summarize the general principles,such as people oriented,tools oriented,the upper and the lower combined,multi-participation,and sorting out continuous renewal and long-term management.In the end we suggest that townships have an ideal path--‘ the upper and lower combined path' and need pay attention to the key links and guarantee mechanisms.
