Shanghai undertakes the national strategy of establishing the economic center,financial center and shipping center basically till2020 and the socialist,international metropolis.It undertakes the important mission of continuing working as the vanguard of reform and opening up and working as the antecessor of innovation and development.It also turns hands to vulgars' hopes of promoting social equity and increasing quality of life.With the depth adjustment of global economic pattern,China's economy comes into a new normal,and Shanghai enters the crucial period of innovation driven development and economic transition,too.In order to meet the needs of the development of economic society,social stability and security are the problems of great urgency.The security against fire fighting is the important part of social stability and security.It is also the indispensable part of operation safety of the city and constructing harmonious society.But under the existing system,particularly the supervision system of security against fire fighting under vertical relationship gradually exposes some disadvantages.For example,the prominence of vertical contradiction leads to low efficiency of the supervision system of security against fire fighting.Vertical partition leads to the halfway results of fire risks.What's more,vertical conflict of interest influences the fire-fighting municipal buildings etc.These disadvantages will directly have effect on public's sharing on security against fire fighting.And theyleave major safety risks on city operation security.In this article,the author try to study and analyze the supervision system of security against fire fighting under vertical relationship in L town through individual study,summary the experience of the supervision system of security,find out the problems and reasons.Then combining the research results of others with the practical situation of this region,directing towards the existing disadvantages of the supervision system of fire fighting,basing on public administration,service and safety,the measures of improving the administration of fire security of townships are put forward.They can be references for the institution reform of Safety Mechanism.In this article,the theoretical researches and analysis of practical are both important.The author guides the practice with theories,analyze the practical cases with theories strictly,and study the practical cases.Then conclude the perfect countermeasure and proposals.
