The prefecture-level municipal government is the operation center of "upload and download" of the Party and the state administrative system.The work effect of the civil servants of the prefecture-level municipal government has a direct impact on the smoothness of the decree and the quality of government service.At present,influenced by the political and social environment,the work performance of government civil servants has gradually exposed some problems.From the incentive point of view,the reason is that the incentive effect produced by various incentive systems is not good.This paper studies the attenuation of the incentive effect of civil servants in Prefecture-level cities,analyzes the manifestation of the attenuation of the incentive effect,discusses the factors influencing the incentive effect,and puts forward corresponding countermeasures and suggestions in combination with the actual investigation,which has certain theoretical and practical significance for enriching and perfecting the current incentive system of civil servants and improving the working state of civil servants.Therefore,based on the two-factor theory and the theory of fairness,this paper takes the civil servants of the departments directly under the X city of Shaanxi Province as the research sample,adopts the method of questionnaire survey and in-depth interview to investigate the satisfaction of the factors affecting the civil servants' incentive effect in the departments directly under the X city,and obtains the key factors influencing the civil servants' incentive effect.If there are two aspects of economic income and professional achievement.Combining with the operation status of the incentive system in the departments directly under the control of X city,the main manifestations and reasons of the attenuation of incentive effect are as follows: the solidification of traditional ideas leads to unsatisfactory individual demands,the low salary level leads to the decline of professional attraction,the weak connection between examination and rewards and punishment leads to the weakening of career spirit,the relatively fixed nature of profession leads to individuals.Low expectations,difficult job promotion lead to the deterioration of work enthusiasm,inappropriate scale of negative incentives lead to inadequate sense of responsibility.On the basis of the above investigation and analysis,combined with the two-factor theory and equity theory,the following countermeasures and suggestions are put forward: renewing understanding,changing the concept of incentive work;innovating incentive incentives toenhance professional attraction,establishing a dynamic wage adjustment mechanism,rationally adjusting the salary structure,innovating performance-based wage system;and strengthening performance-based wage system.Effective assessment status to stimulate enterprise spirit,scientifically refine assessment indicators,strengthen communication and feedback of assessment,deepen the guidance and application of assessment results;improve career development incentives to enhance personal expectations,establish career planning for civil servants,improve cadre education and training,improve the way of personnel exchange;improve job promotion Promotion system to stimulate enthusiasm for work,improve the competition system,optimize the rank of "double ladder" promotion system,explore the establishment of prefecture-level city rank parallel system;reasonable use of disciplinary incentives to enhance the sense of responsibility.
