| Civil servants on behalf of the state to exercise state power and implement state affairs,they are not only the important carriers of national policy formulation and implementation,but also the main representative of government information and government image.During 2004-2015,The examinee number of national civil servants rose from 120,000 to 1.05 million,the percentage of admissions increased from 15:1 to 47.2:1.Although the number of examinee and the percentage of final admissions declined in 2016,public passions to the civil service remain overwhelming.National civil servant examination continue to warm up about 13 years.Especially the huge college graduates,regardless of the army,one wants to pass through this log bridge and pass the exam,who is considered to be lucky and got the country’s "iron rice bowl".There is no doubt that people who love civil service posts is because of the posts have high social status,decent work,good social welfare and even a large number of invisible benefits.In China civil servant structure,60% are from the grassroots,90% are below Ke ji level.They not only have low wages,promotion difficult,but also have high work pressure,heavy workload,which from a number of aspects caused a lot of excellent grassroots civil servants to produce burnout,negative response to work.The civil servants in our country not only face the masses directly,but also deal with the masses.Their working condition will directly affect our country’s administrative efficiency,quality of work,and also affect the implementation of national policies and the realization of national goals.Obviously,how to motivate and restrain the grassroots civil servants in our country is an important research topic.Salary system is an important part of human resource management,and the incentive and constraint of salary system will directly affect the work effort and job satisfaction of employees.Since the beginning of the civil service salary system in 1956,the state has undergone a continuous exploration and improvement of the civil service wage structure adjustment and reform,which from centralization to decentralization,and then centralization of the power,but it is clear that China’s civil service organization has always been the "pyramid" structure model,a large number of grassroots civil servants still is a deputy level who work for decades.Thus,it is an important research topic to explore the incentive and constraint effect of the civil servant salary system to the grassroots civil servants.How is the current salary situation of the grassroots civil servants in China? How is the incentive effect and constraint effect of civil servant salary system in China? In the Chinese civil servant salary system,what are the factors that affect and restrict the incentive and constraint effects of the grassroot civil servants?In order to answer the above research questions,this paper combs the salary system of our civil servants,and the two real time documents of the "civil servants ’ wage adjustment based on the combination of old-age unification" and the "opinions on establishing the post and rank parallel system on the grassroots civil servants who are below the county level” issued by the State Council in 2015.By using the method of literature research and in-depth interview to form theoretical hypotheses,and using questionnaire to collect data,and statistical analysis is performed by descriptive statistical analysis,correlation analysis and ologit analysis,then,the paper obtains the incentive and constraint effect of the civil servant salary system to the grassroots civil servants,and analyzes the reasons of restricting the incentive and constraint effect of the civil servant’s salary system to the grassroots civil servants.It is found that,the salary of chinese civil servnts is low,and the incentive and constraint effect of the civil servant salary system to the grassroots civil servants is weak.And the main reasons which restrict the incentive and constraint effect of chinese civil servant salary system to the grassroot civil servants are salary structure that dominated by job rank and unreasonable regional income disparity.Although the level of education also has an impact on the salary level of grassroots civil servants,this is a positive factor,not unreasonable constraints.Although the working years of the grassroots civil servants are affecting their salary level,they are not significant and have little influence. |
