This paper, tries to seek the theoretical support in the domestic and foreign relevant incentive theory, foreign civil servants incentive practices and civil service performance appraisal system in ancient China, to examine the reasonableness and legality of the civil servant incentive mechanism reform from China’s grass-roots civil servants incentive experience and practice from the evolution of our country cadre management system and existing civil law, find out our country in promotion mechanism, evaluation mechanism, the mechanism of rewards and punishments, supervision mechanism, etc. The paper should be worthy to further research, for Hailing distract of the public servant incentive mechanism applied research provide relevant theoretical support.As an example of Yangjiang City Hailing district, through sort of forms as the questionnaire investigation and others, the paper has an in-depth understanding of incentive system. On this basis, the paper respectively analysis the problems of full employment,performance appraisal, rewards and punishment, and gives the explanation of reform dilemma from the two aspects, including external environment and internal development. Finally,combined with related theories of motivation, the paper explores the breakthrough of reform of the public servant incentive mechanism. To motivate the environment construction,incentive methods to improve the incentive system design as the breakthrough point, put forward the improve Yangjiang City Hailing District civil service incentive measures and proposals for reform, in order to promote the benign motivation mechanism of grassroots civil servants exploration and construction.The results show that:(1) The civil servant incentive mechanism reform in Yangjiang City Hailing District has achieved remarkable success. But the publicly in the civil service selection mechanism, post setting, pay and performance appraisal method and so on are still insufficient.(2) There are both inside and outside factors lead to the insufficient of the civil servant incentive mechanism reform in Yangjiang City Hailing District, such as failed to implement differentiation of civil servant performance appraisal management, and the civil service evaluation system is difficult to operation, etc. Among them: the external environmental factors mainly include mechanisms and ecological environment; the internal development factors mainly include management concept, technical level and supervisionmechanism.(3) In order to improve the civil servant incentive in Yangjiang City Hailing District, the environment needs to be built, the system design needs to be improved.
